nice cool tones... looks like it was shot at night, but the sky isn't dark

I sorta understand why it's controversial. The perspectiv eis really strange here.

the shot was taken just after sunset, so whilst it was getting dark enough to turn all the lights on, the sky still seemed deceptively bright!
besides modern architecture, the main reason for the controversy was that the building went wildly over it's original time and budget (£40million), finishing 3 years late at an estimated cost of almost half a billion £ :/
